Basically: it’s a library to manage base16 themes. That means that if you are writing an app and you want to use a nice (or awful, some are hideous) color scheme … this works!
And with minimum effort you can add 200 or more themes to your app. Or just two selected light/dark themes. Anything you want!
This is what tartrazine uses to have many color schemes to highlight code.
