It already kind of exists, but in the form of a big pre-written text-block in the issue summary, when creating a new one.
It is not really readable, and uncarreful users may skip part or all of it. That’s partially why there are questions unrelated to the language in language issues.
GitHub issue templates can be used. It will be possible to have a multiple-choice menu, and redirect them to this forum, or to a bug issue template, or a feature request template.
